If your dog seems to know “sit” perfectly well in the kitchen but apparently forgets the meaning of the word the moment you step into a busy park, they probably haven't suddenly become stubborn or lost their training.
Their brain may simply be busy doing something it considers more important: keeping them safe.
Anxiety changes the way dogs pay attention to their surroundings, process information, make decisions, and retrieve things they have previously learned. When the brain perceives a potential threat, resources are shifted toward rapid detection and survival. Careful problem-solving slips down the priority list.
That distinction matters because repeatedly asking an anxious dog to perform when they are struggling cognitively can make training frustrating for everyone. In some cases, it can even strengthen the dog's negative association with the situation.
Understanding what anxiety does to learning allows us to change the question from “Why won't my dog listen?” to the much more useful “What does my dog need in order to learn right now?”
Anxiety does not mean a dog is unintelligent, stubborn, or deliberately ignoring their person.
Stress changes attention, memory retrieval, decision-making, and the way dogs interpret ambiguous situations.
A frightened dog's attention naturally shifts toward potential threats rather than training cues.
Dogs may still learn while anxious, but what they learn can be quite different from what we intended, including stronger associations with fear.
A behavior learned in a calm environment may temporarily disappear when the dog's arousal level rises.
Short, reward-based training sessions in environments where the dog feels safe generally make learning easier.
If a dog is too anxious to eat, explore, or respond to familiar cues, reducing their stress should usually come before asking for more challenging training.

The canine brain is continuously deciding what deserves attention.
In a relaxed dog, there is plenty of room for information such as your voice, the position of your hand, the smell of a treat, and the consequences of a previous behavior. The dog can experiment, notice what works, and adjust their response.
An anxious dog has a different priority.
Brain systems involved in detecting emotionally important information become highly active, while the body's stress response mobilizes energy for immediate action. The sympathetic nervous system releases catecholamines such as adrenaline and noradrenaline, while the hypothalamic-pituitary-adrenal, or HPA, axis ultimately increases cortisol.
These systems are useful. Without them, animals would be remarkably poor at surviving dangerous situations.
The problem arises when the dog's brain is treating an ordinary training environment as though something threatening may happen.
A dog worried about another dog across the street isn't allocating all their attention to your request for eye contact. Part of their brain is tracking where the other dog is, whether it is approaching, whether escape is possible, and what happened the last time they encountered something similar.
That leaves less processing capacity for you.
Research into stress and memory shows that the relationship is complicated rather than simply “stress equals poor learning.” Depending on the intensity, timing, and type of task, stress can strengthen some forms of memory while impairing others. This helps explain something owners frequently find baffling: an anxious dog may be exceptionally good at remembering frightening events while apparently forgetting a cue you have practiced dozens of times.
Imagine trying to complete a crossword puzzle while someone nearby repeatedly sets off an alarm.
You could technically still solve the puzzle. It just isn't where your attention naturally wants to go.
A similar process occurs in anxious dogs.
When a dog perceives danger, attention becomes biased toward information that might predict that danger. A noise, unfamiliar person, approaching dog, moving vehicle, veterinary instrument, or even a particular doorway can become far more important than the treat or cue being offered.
This narrowing of attention has an evolutionary advantage. If an animal believes a predator may be nearby, carefully considering every object in the landscape would be inefficient. Rapidly focusing on the most threatening information improves the chances of survival.
For training, however, it creates difficulties.
You may see a dog stare toward the trigger, scan continuously, startle at small movements, struggle to disengage, or repeatedly check behind them. Some dogs become restless and frantic; others become extremely still.
Neither necessarily means the dog is refusing to cooperate.
Their attention has been captured elsewhere.
One of the most important things I explain to people with anxious dogs is that learning a behavior and being able to retrieve that behavior are not quite the same thing.
A dog can genuinely know a cue and still be unable to perform it reliably when frightened.
Memory involves several processes. Information must first be encoded, then consolidated into longer-term memory, and later retrieved when needed.

In everyday terms, your dog hasn't necessarily forgotten “come.”
Their brain may simply be having trouble accessing that information while an off-leash dog is charging toward them.
This is why trainers sometimes talk about dogs being “over threshold.” Threshold isn't an exact laboratory measurement, but it is useful shorthand for the point at which emotional arousal begins seriously interfering with the dog's ability to engage and respond.
Below threshold, a dog might notice another dog but still eat treats and respond to their name.
Closer to threshold, they may stare, hesitate, or respond slowly.
Well above threshold, they may bark, lunge, flee, freeze, or become almost impossible to redirect.
Trying to teach increasingly complicated behaviors at that point is rather like attempting a driving lesson while the car's fire alarm is sounding.
An anxious dog isn't necessarily failing to learn.
Sometimes they are learning extremely efficiently, just not the lesson we intended.
Suppose a dog is frightened by unfamiliar people. Every time a stranger approaches, the owner asks the dog to sit while the person comes closer.
From the human perspective, the lesson is:
“Sit calmly when people approach.”
The dog may instead learn:
“When strangers approach, I become trapped beside my person and cannot move away.”
If the dog then growls and the stranger retreats, another powerful lesson may occur:
“Growling creates distance.”
None of these behaviors involve spite or manipulation. They are consequences of associative learning.
Fear memories can be particularly durable because potentially dangerous experiences are biologically important. This is one reason preventing overwhelming experiences during behavioral treatment matters so much.
We aren't simply trying to stop the dog reacting. We are trying to change what the situation predicts.
Anxiety also affects how animals respond when they aren't certain what will happen next.
Researchers study this using something called a cognitive bias test.
The basic idea is wonderfully simple.
Dogs first learn that one situation predicts something positive, such as food, while another does not. Researchers then present ambiguous situations somewhere between the two and observe how readily the dog approaches.
Responses can provide clues about whether the animal is expecting good or bad outcomes.
A study examining companion dogs trained with predominantly aversive techniques found that these dogs showed more stress-related behavior, greater increases in cortisol after training, and more “pessimistic” responses in a cognitive bias task than dogs trained using reward-based methods. That doesn't mean dogs are literally thinking, “I have a bad feeling about Tuesday.”
It does suggest emotional state can influence how cautiously they interpret uncertain information.
For an anxious dog, ambiguity often deserves caution.
Successful training involves more than remembering commands.
Dogs continually need to adjust their behavior.
Perhaps sitting earned a reward five minutes ago, but now you want them to lie down. Perhaps the front door usually means a walk, but today someone unfamiliar is standing outside. Perhaps a particular training strategy stopped working and the dog needs to try something else.
This ability to switch strategies is known as cognitive flexibility.
Stress tends to favor rapid, established responses over slower, flexible decision-making. Research outside dogs consistently demonstrates this shift, and studies of dogs with anxiety-related disorders have also found differences in how they approach problem-solving tasks compared with dogs without behavioral disorders. This is often visible clinically.
A mildly concerned dog may try several options: looking at their person, moving away, sniffing, or taking food.
A highly anxious dog may become locked into one response such as barking, hiding, pacing, or freezing.
The more distressed the dog becomes, the smaller their behavioral toolbox can appear.
When a dog stops responding, it is tempting to become firmer.
The cue gets louder.
“Sit.”
“SIT.”
“I KNOW YOU KNOW THIS!”
The dog's difficulty, however, may not be a lack of understanding.
Adding intimidation, leash corrections, shouting, or other aversive consequences can increase emotional arousal further. The dog must now monitor both the original trigger and the possibility of something unpleasant happening during training.
Research comparing companion-dog training approaches has found greater stress-related behavior and poorer welfare indicators among dogs exposed to aversive-based methods.
Reward-based methods do not mean allowing dogs to do whatever they please. They mean arranging training so desirable behaviors are worthwhile and understandable without deliberately adding fear or discomfort.
For anxious dogs especially, predictability and perceived control are powerful ingredients.
The first question shouldn't be, “How can I make my dog obey?”
Ask instead:
“Can my dog actually learn effectively in this situation?”
Look at the whole dog.
A dog who can comfortably take food, sniff the environment, move normally, investigate, and respond to familiar cues is probably in a much better learning state than one who is panting heavily, trembling, scanning continuously, refusing food, hiding, or desperately trying to escape.
Start somewhere easier than you think you need to.
If your dog reacts to other dogs at 20 feet, don't conduct your training session at 18 feet. Begin at a distance where they can notice the other dog without losing the ability to engage with you.
Then keep sessions short.
Three useful minutes are more valuable than 20 increasingly stressful ones.
Reward easy successes generously and allow breaks. Sniffing, movement, play, and simply moving farther from a trigger can all help reduce pressure.
Choice can also matter. Whenever it is safe, allowing a worried dog to move away rather than forcing interaction gives them some control over what happens next.
Over time, successful repetitions create something far more valuable than obedience: predictability.
The dog learns, “I can cope with this.”
Learning does not finish when the training session ends.
New information has to be consolidated.

This has practical implications because anxious dogs often don't rest particularly well.
A dog who spends much of the day monitoring windows, reacting to noises, pacing, or following family members may appear inactive while getting surprisingly little deep relaxation.
Training therefore needs recovery periods too.
More training isn't always better training.
Behavior modification is extremely useful for anxious dogs, but severe anxiety is not always something you can train through.
Pain, gastrointestinal disease, sensory decline, cognitive dysfunction, dermatological disease, neurological conditions, and numerous other medical problems can change behavior or worsen anxiety.
A dog who suddenly becomes fearful deserves a veterinary assessment.
For dogs with persistent or severe anxiety, treatment may include environmental management, structured behavior modification, and, where appropriate, medication prescribed by a veterinarian.
Medication isn't intended to sedate a dog into compliance.
The aim is often to reduce anxiety sufficiently that the dog can eat, investigate, recover, and learn again.
I have seen dogs described as “impossible to train” who were actually far too frightened to learn in the situations being asked of them. Once their anxiety was addressed and the difficulty of the training environment was reduced, the dog everyone thought was stubborn suddenly became surprisingly responsive.
The intelligence had been there all along.
Individual dogs express stress differently, but watch for combinations of signs such as:
refusing treats they normally love
freezing, crouching, hiding, or repeatedly trying to leave
intense scanning or fixation on a trigger
excessive panting unrelated to heat or exercise
trembling, pacing, vocalizing, or sudden inability to respond to familiar cues
One sign alone isn't diagnostic of anxiety. Panting, for example, can also occur because a dog is hot, excited, exercising, or unwell.
Context is everything.
More useful than asking whether your dog looks “obedient” is watching whether they are becoming more relaxed and capable of engaging as the session continues.
They can. Anxiety redirects attention toward potential threats and can interfere with memory retrieval, flexible decision-making, and engagement with training. The effect depends on the dog's emotional state, the environment, and the complexity of what you are asking them to do.
Yes. If a dog is panicking, desperately attempting to escape, completely refusing food, or unable to disengage from a trigger, conventional training is unlikely to be very productive. Reducing the dog's distress and increasing distance from the trigger should usually come first.
Dogs do not automatically generalize learning across every environment. Outdoors also contains many more competing smells, sounds, animals, people, and potential stressors. A cue practiced in your living room may therefore need gradually rebuilding in increasingly distracting environments.
Not exactly. Cortisol is a normal and essential stress hormone, and its effects on learning vary according to timing, intensity, and the type of memory involved. Stress can strengthen some emotionally significant memories while impairing retrieval or flexible learning in other situations.
It can make previously learned behaviors temporarily harder to retrieve. The dog may still retain the underlying learning but struggle to access it while highly aroused.
Usually not. Repeating a cue the dog cannot currently respond to can weaken its usefulness and increase frustration. Instead, make the situation easier by increasing distance, reducing distractions, or asking for a simpler behavior the dog can successfully perform.
Treats are useful tools, but they are not a complete treatment for significant anxiety. Effective management may also involve controlling exposure to triggers, changing the dog's emotional associations gradually, improving predictability and recovery, addressing medical problems, and sometimes using veterinary-prescribed medication.
Chronic or severe stress can influence behavior and cognition, but anxious dogs are certainly capable of learning. Progress usually improves when training occurs at an appropriate emotional intensity and the underlying anxiety is addressed rather than repeatedly overwhelming the dog.
An anxious dog isn't necessarily being difficult.
Their brain may simply be prioritizing safety over everything else.
Stress can narrow attention, change how dogs interpret uncertain information, interfere with retrieval of familiar behaviors, and make flexible problem-solving harder. At the same time, emotionally significant experiences can be remembered extremely well, which means poorly managed training can accidentally strengthen fear rather than reduce it.
Good training therefore starts before the first cue is given.
Choose an environment in which your dog feels reasonably safe. Keep the difficulty manageable. Reward success. Give them opportunities to move away and recover. Remember that sleep and downtime are part of learning too.
And if your dog consistently cannot settle enough to learn, don't assume you need stricter training.
Sometimes the most important training intervention is treating the anxiety first.
