Exercise is often one of the first recommendations given to owners of anxious dogs. And for good reason. Regular physical activity can provide an outlet for energy, encourage healthy sleep, offer opportunities to sniff and explore, and support both physical and emotional wellbeing.
But there is an important catch: more exercise is not automatically better.
For some anxious dogs, long walks, intense games, crowded parks, repetitive ball chasing, or several hours of stimulating activity can leave them more wound up rather than more relaxed. Instead of returning home ready for a peaceful nap, they may pace, bark, struggle to settle, react to noises, or seem permanently switched on.
The problem is not exercise itself. It is the combination of intensity, arousal, environment, the dog's underlying anxiety, and whether they have enough opportunity to recover afterward.
In practice, I often find that the question owners need to ask is not, "How can I tire my dog out?" but, "What kind of activity helps my dog feel better afterward?"
That small change in thinking can make a surprisingly big difference.
Regular exercise is generally beneficial for canine physical and behavioral health, and dogs with lower activity levels are more likely to show some fear and anxiety-related behaviors.
However, very intense, prolonged, or highly stimulating exercise can temporarily increase physiological arousal and stress hormones.
An anxious dog who comes home more restless, reactive, mouthy, or unable to sleep may be getting too much stimulation rather than too little exercise.
Activities such as repetitive ball chasing, busy dog parks, and walks filled with triggers can be especially arousing for some dogs.
Sniffing, exploring, gentle walking, enrichment, and adequate sleep may be more helpful than trying to physically exhaust an anxious dog.
There is no universal number of minutes or miles that is right for every dog. Age, breed, fitness, health, temperament, and anxiety triggers all matter.
Persistent anxiety should not simply be treated with additional exercise. A veterinarian or qualified behavior professional can help identify the underlying problem.

Broadly speaking, yes.
Several studies have found associations between physical activity and lower levels of fear or anxiety-related behavior in dogs.
A large Finnish study examining thousands of companion dogs found that dogs participating less frequently in activities and training were more likely to display fearfulness. Other research from the same group has found associations between inactivity and social fearfulness.
Another review of resilience in dogs noted that dogs without noise sensitivity, separation-related problems, or fearfulness tended to exercise more than affected dogs. However, the researchers also emphasized an important limitation: these findings show an association, not necessarily cause and effect.
For example, perhaps exercise helps reduce anxiety. But it is also possible that owners walk fearful dogs less because those dogs find walks difficult.
Probably, both happen.

The important takeaway is that suitable daily activity is a valuable part of an anxious dog's routine. The difficulty comes when we interpret that to mean we should simply keep increasing it.
Exercise temporarily changes what is happening throughout the body.
Heart rate rises. Breathing increases. Energy is mobilized. The nervous system becomes more active. Hormones involved in responding to physical and psychological challenges can change too.
Those responses are perfectly normal.
A dog sprinting across a field needs their body to behave differently from a dog asleep on the sofa.
The problem arises when an anxious dog's day contains one stimulating experience after another without enough opportunity for their nervous system to return toward baseline.
Think of arousal as a volume dial rather than an on/off switch.
A relaxed sniff around the neighborhood might turn the dial up slightly. Seeing a dog across the road may turn it higher. A frantic game of fetch turns it up again. Then a motorcycle passes, someone rings the doorbell, and the children start playing loudly.
Each individual event may be manageable.
Together, however, they can create a dog whose nervous system is running at full volume.
Research into canine stress supports the idea that physical activity, psychological challenges, and the environment can all influence physiological responses to exercise. Cortisol, one of the hormones involved in the stress response, can change in response to both exercise and environmental demands.
That does not mean "exercise causes harmful cortisol." Cortisol is a normal and necessary hormone.
It means that exercise itself adds physiological demand, and the total experience matters.
One particularly interesting finding comes from a study of non-social fear in thousands of pet dogs.
Overall, active dogs tended to have fewer fear-related problems. However, dogs reportedly exercising for more than three hours per day showed more thunder fear than dogs exercising for one to three hours daily. The researchers specifically concluded that more work is needed to understand what amount of exercise is most beneficial.
This does not prove that exercising for more than three hours causes anxiety.
There could be many explanations. Dogs with certain temperaments may be exercised differently, working or sporting dogs may naturally receive more activity, owners may respond to behavioral problems by providing additional exercise, and the type of exercise was not necessarily identical.
Still, it is a useful reminder that the relationship between exercise and emotional wellbeing is unlikely to follow a simple "more equals better" rule.
Dogs are biological creatures, not rechargeable batteries that we can run down to zero every evening.
One of the most useful distinctions when managing anxious dogs is the difference between physical activity and emotional arousal.
Consider two 30-minute outings.
On the first, your dog wanders through a quiet area on a loose leash, investigates interesting scents, occasionally stops to watch the world, and returns home relaxed.
On the second, they pull toward other dogs, chase squirrels, bark at traffic, encounter three dogs they dislike, and spend ten minutes repeatedly chasing a ball.
Both technically count as a 30-minute walk.
Emotionally, they are completely different experiences.
The second outing may leave an already anxious dog buzzing with adrenaline long after their legs are tired.
This is why measuring exercise purely in minutes, miles, or step counts can be misleading.
It can in some dogs.
Many dogs adore fetch, and there is nothing inherently wrong with throwing a ball. The issue is repetitive, high-intensity chasing in dogs who become extremely aroused by it.
Watch the dog rather than the stopwatch.
A dog happily chasing a ball several times and then wandering off to sniff is probably regulating themselves reasonably well.
A dog staring fixedly at the ball, trembling with anticipation, barking continuously, crashing into obstacles, ignoring everything around them, and demanding another throw immediately may be experiencing a very different level of arousal.
If your anxious dog seems unable to switch off after fetch, try shortening the game and mixing it with calmer activities.
You might throw the ball a few times, then scatter treats through grass and allow your dog to sniff for them. That changes the emotional tempo of the activity rather than maintaining constant high-speed excitement.
Sometimes owners tell me they are walking their anxious dog for two hours every day, yet the dog seems progressively worse.
When we look more closely, those two hours are not relaxing exercise.
The dog may be encountering traffic, unfamiliar dogs, strangers, bicycles, children, construction noise, and other triggers throughout the walk.
A dog who is frightened of other dogs does not necessarily benefit emotionally from spending additional hours walking through places packed with dogs.
Physical exercise cannot compensate for repeated fear.
In fact, repeated exposure when a dog is already distressed can make behavior modification more difficult because the dog spends so much time above their comfortable coping threshold.
For these dogs, a shorter walk somewhere quiet may be far more useful than a long walk through a busy neighborhood.
Your dog's behavior after activity often tells you more than the activity itself.
A well-matched activity usually leaves a dog pleasantly tired and able to relax.
By contrast, excessive physical or emotional stimulation may be followed by pacing, panting long after exercise has stopped, increased barking, jumping, grabbing clothing or the leash, difficulty sleeping, exaggerated reactions to minor sounds, irritability, or frantic demands for more activity.
Physical signs matter too. Stiffness, limping, reluctance to exercise the next day, worn paw pads, excessive fatigue, or reduced enthusiasm for normal activities can indicate that the workload is simply too high.
Young dogs deserve particular caution because developing bones and joints are not designed for unlimited forced exercise. Older dogs, overweight dogs, brachycephalic breeds, and dogs with orthopedic, cardiac, or respiratory disease also need individually appropriate exercise plans.
If your dog suddenly struggles with exercise they previously tolerated well, arrange a veterinary examination rather than assuming the problem is behavioral.
Rest is not wasted time.
Sleep and quiet downtime are essential parts of emotional regulation.
After exercise, the nervous system needs an opportunity to transition away from activity. For some anxious dogs, filling every waking hour with walks, training sessions, games, daycare, visitors, and enrichment activities leaves surprisingly little opportunity to actually switch off.
I sometimes compare this with a person who has had a stressful week being told that the solution is an intense workout, followed by a party, followed by a language class, followed by another workout.
Every individual activity might be perfectly healthy.
The schedule is the problem.
Your dog does not need to be entertained every minute.
Learning to lie somewhere comfortable while nothing much happens is a useful life skill too.
There is no single ideal exercise for every anxious dog.
The best activity is generally something your dog enjoys, can physically manage, and recovers from comfortably.
For many dogs, sniffing walks are particularly useful. Instead of concentrating on covering a certain distance, let your dog investigate scents, choose directions where practical, and move at a relaxed pace.
Sniffing provides mental information about the environment and allows a dog to interact with the world without constant high-speed physical activity.
Other suitable options can include gentle hiking, swimming for dogs that genuinely enjoy water, calm off-leash exploration in a safe area, scent games, food searches, trick training, and short reward-based training sessions.
Some dogs enjoy running, agility, or vigorous play and cope beautifully with it.
The point is not that anxious dogs must live extremely quiet lives. It is that exercise should suit that individual dog's nervous system.
Unfortunately, there is no scientifically established formula saying that an anxious 40-pound dog needs exactly X minutes of exercise per day.
Individual variation in canine stress responses is substantial, which is one reason researchers caution against treating markers such as cortisol as though every dog should have an identical response.
Instead, start with the dog's age, breed characteristics, physical health, previous fitness, and normal activity requirements.
Then look at behavior.
After appropriate exercise, your dog should generally be able to eat, drink, rest, and behave normally.
If increasing exercise consistently leads to worse settling, greater reactivity, increased frustration, disrupted sleep, or physical soreness, reducing either the intensity or stimulation level is reasonable.
Change one variable at a time.
For example, instead of removing exercise completely, swap a 90-minute busy walk for a 45-minute quiet sniff walk for several days and see whether your dog's behavior changes.
That gives you useful information.
I would avoid making exhaustion the goal.
A physically exhausted dog can still be emotionally anxious.
This is especially obvious in dogs with noise phobias. Research has shown that genuinely frightened dogs can experience substantial physiological stress responses during triggering events. In one study of thunderstorm-phobic dogs, cortisol rose markedly during exposure and had not returned to baseline within the 40-minute observation period.
Running that dog for an extra hour beforehand does not necessarily change how frightening thunder sounds.
Exercise can support an anxiety treatment plan, but it is not a substitute for addressing the fear itself.
Depending on the dog, that may involve environmental management, gradual desensitization and counterconditioning, predictable routines, reward-based training, behavioral support, and sometimes medication prescribed by a veterinarian.
The goal is not maximum tiredness.
It is appropriate stimulation followed by good recovery.
Pay attention to three periods: during the activity, immediately afterward, and later that day.
During exercise, is your dog loose and engaged, or constantly scanning for threats?
Afterward, can they settle?
Several hours later, are they peacefully asleep, or still pacing around the house looking for something to do?
Over a week or two, patterns often become quite clear.
You may discover that your dog thrives after 45 minutes exploring woodland but struggles after 20 minutes in a crowded dog park.
That is valuable information.
Exercise prescriptions should be written for the dog in front of us, not an imaginary "average dog."
It can if the walks are physically excessive or repeatedly expose your dog to stressful triggers. A shorter walk in a quiet environment may be more beneficial for an anxious dog than a long, highly stimulating outing.
Some dogs become increasingly aroused rather than calmer after prolonged high-intensity exercise. Repetitive chasing, rough play, and exciting environments are particularly likely to produce this effect in dogs who already struggle to settle.
Look for persistent panting, pacing, barking, jumping, mouthiness, exaggerated reactions to sounds, or difficulty sleeping after the activity. A well-matched exercise session should usually be followed by a gradual return to normal, relaxed behavior.
Most healthy dogs benefit from daily opportunities for appropriate physical activity and exploration. The amount and type should be adapted to the dog's age, health, fitness, temperament, and anxiety triggers.
Neither is universally better, but sniffing is often a useful lower-intensity activity for dogs who become over-aroused by vigorous exercise. Many anxious dogs benefit from combining moderate physical activity with opportunities to investigate their surroundings at their own pace.
