YOUR DOG'S FULL-SPECTRUM CBD IS IN THE PATH OF A LAW WRITTEN FOR THC GUMMIES. IT STARTS DECEMBER 11, AND NOBODY TOLD DOG OWNERS.

DEC 11: A HEMP RULE CHANGE REACHES THE CBD IN YOUR DOG'S BOWL

WASHINGTON WAS AIMING AT GUMMIES. YOUR DOG IS THE ONE WHO WILL FEEL IT.

If your dog finally sleeps through a thunderstorm, or walks past the neighbor's fence without lunging, and a full-spectrum CBD oil is part of the reason, this story is about you. If you found an oil that works, you probably guard it like the house keys.

Nobody in Washington was talking about your dog.

The 2018 Farm Bill legalized hemp under 0.3% delta-9 THC by dry weight. Sellers used that wording to put intoxicating THC into gummies and drinks and call it "hemp." It became known as the "hemp loophole," and in November 2025, Washington moved to close it.

The fix counts total THC, and it measures the whole container. Trade press and lawyers say that wording catches most full-spectrum CBD products, including the non-intoxicating oils families give their dogs every morning.

If your dog's calmer days run on a full-spectrum oil, that routine now has a date on it.

The rule was written to stop THC gummies and drinks. Trade press and lawyers say its wording reaches full-spectrum CBD too.

THE ONE LINE THAT STARTS ON DECEMBER 11

The change was tucked inside the FY2026 Agriculture appropriations act (P.L. 119-37, Sec. 781). It rewrote the federal definition of hemp, and it was signed on November 12, 2025.

That one section caps finished hemp products at 0.4 milligrams of total THC per container. The whole bottle, not per dose. Anything over the cap no longer counts as hemp under the new definition.

It was due to start on November 12, 2026. A September funding bill pushed the start to December 11, 2026.

The result?

Nutritional Outlook reported the cap "could effectively remove ~95% of today's market."

"YOU OPEN THE DRAWER IN JANUARY…"

Picture a morning a lot of homes may be facing soon.

It's a cold Tuesday in January 2027. You reach into the kitchen drawer for your dog's oil, the way you have every morning since spring, and the bottle feels light. You hold it up to the window. There's maybe a week left.

Behind you, your dog is lying by the back door with his chin on his paws, watching you make coffee. This is the same dog who used to follow you from room to room, who couldn't settle if you so much as picked up your keys.

A year ago, you would have paid almost anything for this picture.

"IT TOOK YOU MONTHS TO GET HERE"

You remember how it started. The first big storm of the summer, and he was under the bed, panting so hard the frame shook. You lay on the floor beside him until 2 a.m. with a flashlight, telling him it was fine. It wasn't fine for either of you.

So you tried everything you could think of, from training videos watched at midnight to the sedative that left him knocked out on the kitchen floor all afternoon. He wasn't scared anymore, but he wasn't really there either.

You tried more than one CBD, too. Some did nothing you could see. You started to wonder if the whole thing was hype, if this was just how your dog was going to be.

You canceled plans because you couldn't leave him. You stopped having friends over because of the barking. On the 4th of July you sat in a dark bathroom with him and the fan running, waiting for midnight.

"YOU DIDN'T BELIEVE IT EITHER"

When you ordered a full-spectrum oil made by a vet, you were braced for another letdown. You put the drops on his breakfast and waited for nothing to happen.

For the first few days, you couldn't tell. Then one evening a delivery truck pulled up, the doorbell went, and he lifted his head, looked at the door, and put his head back down.

You stood in the hallway and didn't say anything, because you didn't want to jinx it.

Then the next storm came. He got up, walked to his bed, turned around twice, and lay down. Still your dog, just settled. You sat on the couch and actually watched the rain.

That's the dog lying by the back door in January.

"YOU GO TO REORDER… AND THE PAGE HAS CHANGED"

You open the site you always buy from. The full-spectrum oil you know may simply say it's no longer available. In its place, maybe, a "compliant" version.

You read the label. To fit under 0.4mg of total THC per bottle, it has to take the THC out, so it can't be the same full-spectrum formula. It might suit your dog. It might not. You won't know until you've tried it for weeks, and you remember exactly what the last search cost you.

You start doing the math you didn't do in October: how long one bottle lasts, and how many you'd have needed to get through the year while Washington argues.

And the oil you know may no longer be there to buy.

"OR… YOU OPEN THE CUPBOARD AND COUNT"

Now picture the other January.

Same cold Tuesday. Same light bottle. You put it in the recycling, reach up to the cupboard, and pull down the next one from the row you set aside in the fall. The 2028 expiry date is printed right there on the label.

Your dog gets the same drops on breakfast he's had for months, and he's the same settled dog by the back door.

The rule changed what can be sold. It did nothing to the bottles already in your home. The whole difference between those two mornings is a decision made before December 11.

Photographic: an open kitchen cupboard with a neat row of identical amber dropper bottles on the middle shelf, a woman's

CHECK THE STOCK-UP BUNDLES

THE STOCK-UP THAT COSTS LESS THAN STARTING OVER

Think about what it took to find the oil your dog does well on: the products that didn't help, and the nights on the bathroom floor waiting to see if anything would. Starting that search again in January, on a dog who finally settled, with no way to know whether a new formula will suit him, is the expensive option.

Set it against this: a cupboard of the oil he already does well on, bought with 30% cashback on your order.

4 THINGS THE DECEMBER 11 RULE MEANS FOR YOUR DOG'S CBD

It was aimed at a different product, and it still lands in your kitchen.

1. WHAT THE RULE ACTUALLY DOES

From December 11, 2026, a finished hemp product with more than 0.4mg of total THC in the container no longer counts as hemp under the new definition. That changes what can be sold.

It restricts sale, not ownership. Every bottle in your cupboard on December 11 stays yours to use.

Some states run their own rules on separate timelines (Ohio, Texas and Illinois among them, with Illinois' taking effect November 12, 2026), so in some places the shelf may change sooner. If you live in one of those states, order sooner rather than later.

2. WHY FULL-SPECTRUM GETS CAUGHT

Full-spectrum means the oil keeps what the hemp plant makes: CBD plus its other cannabinoids, terpenes and flavonoids, working together. That teamwork is called the "entourage effect." A small amount of THC, under 0.3%, is part of that natural mix.

Worried about that THC? Full-spectrum Happy-Furever® is under 0.3% THC, the long-standing hemp standard, and it's made for dogs. The new cap has nothing to say about whether a product gets anyone high. It counts total THC across the whole container, and trade press and lawyers say that is enough to catch most full-spectrum products, non-intoxicating pet oils included.

The rule was built for gummies. Full-spectrum oil is collateral damage.

3. WHAT "COMPLIANT" SWAPS LEAVE OUT

To fit under 0.4mg of total THC per bottle, a product has to take the THC out. That means it can no longer be the same full-spectrum formula. A product built that way may be CBD isolate (CBD by itself) or "broad-spectrum."

Either way, the formula changes. If your dog's calmer days were built on full-spectrum, a switch means a different product in the bottle. And as Dr. Dench says below, steady daily use is what gives the best results. A forced change of formula is the opposite of steady.

4. WHAT YOU CAN DO BEFORE DECEMBER 11

Work out how many bottles your dog needs, and get them while full-spectrum is still on sale.

Happy-Furever® holds 1,000mg of full-spectrum CBD per bottle. At the label's full daily dose (0.5mg per lb of body weight), one bottle lasts about 200 days for a 10 lb dog, 100 days at 20 lb, 50 days at 40 lb and 33 days at 60 lb.

To cover your dog from December 11, 2026 through December 31, 2027 (well inside the 2028 date on the label), that comes to roughly:

  • 10 lb dog: 2 bottles
  • 15 lb dog: 3 bottles
  • 20 lb dog: 4 bottles
  • 30 lb dog: 6 bottles
  • 40 lb dog: 8 bottles
  • 50 lb dog: 10 bottles
  • 60 lb dog: 12 bottles
  • 75 lb and up: 15 or more

That's based on the label's full daily dose. Your dog's actual use may be lower. Bottles shipping now each have a 2028 expiry date printed on the label.

Orders ship within 1–5 business days, so don't leave it to the week of December 11. Order by December 1 to be safe.

DR. KATHRYN DENCH EXPLAINS WHY DOG OWNERS SHOULD PAY ATTENTION NOW:

Dr. Dench is the Cambridge-trained veterinarian who formulated Happy-Furever®.

"Full-spectrum and the compliant swaps are different formulas. One carries the whole plant's cannabinoids and terpenes; the other has had the THC taken out to fit the cap. If you've built your dog's calm on the first, I'd want you to choose what comes next yourself, before a deadline chooses for you."

"As with all things natural, it takes time for your dog's body to fully absorb its benefits. The last thing you want is to give up too soon. Having worked with hundreds of dog parents, the ones that see lasting breakthroughs are the ones that stick to the plan consistently…"

"What owners want is calm without sedation. Still your dog, just settled."

So will Congress step in before December 11? Maybe. Several bills to regulate hemp rather than cut it off are in play, from Rep. Andy Barr, Reps. Van Duyne and Landsman, and Rep. Comer, with a Senate companion expected from Sens. Sheehy and Klobuchar. The White House has urged Congress to update the law for full-spectrum CBD. Pushing the other way, 35 state attorneys general asked Congress NOT to reverse it, and the White House legislative director reportedly said there would be no extension past December 11. No fix has passed. Betting your dog's routine on one passing in the next two months is a gamble you don't have to take.
